Criminal charges are expected to be filed by January 15 against Senators Jinggoy Estrada, Joel Villanueva, former Senator Bong Revilla, and several congressmen over their alleged involvement in the flood control corruption scandal, according to Sen. Imee Marcos.
The Blue Ribbon committee had previously revealed that the senators allegedly received kickbacks from anomalous flood control projects, while some lawmakers reportedly avoided investigation.
Critics, including the Makabayan bloc, said Congress cannot effectively police its own members and called for public vigilance and digital tools to prevent corruption.
In response, a Joint Congressional Oversight Committee (JCOC) on Public Expenditures will be convened to monitor government spending and infrastructure projects, including flood control, and to ensure transparency.
The JCOC aims to complement executive planning, prevent questionable budget insertions, and enforce anti-political patronage provisions in the 2026 budget.
