The Supreme Court on August 15 upheld the Senate’s subpoena against former Bamban Mayor Alice Guo, who is linked to alleged Chinese espionage and offshore gaming scandals.
Guo had challenged the subpoena, claiming it violated her rights to due process and privacy, but the SC ruled the Senate inquiry was constitutional and followed proper procedure.
The court emphasized that Guo was invited as a resource person, not an accused, and public officials have limited privacy rights on matters of national interest.
The SC also supported the Senate’s authority to hold Guo in contempt after she left the country and refused to answer key questions during the probe.
Senate Chair Risa Hontiveros welcomed the decision, saying it reinforced the legislature’s power to conduct investigations that protect public interest and national sovereignty.
