Senate President Vicente “Tito” Sotto III is considering removing district engineers from the Department of Public Works and Highways (DPWH) as part of a possible restructuring amid corruption controversies related to flood control projects.
He proposed shifting the authority from district to regional levels to reduce the influence of local politicians and curb issues like “sagasa” and “parking” in project implementation.
Sotto’s idea is still under study, but he emphasized that accountability for the corruption scandal is expected as investigations continue.
DPWH Secretary Vince Dizon reported that 421 flood control projects were identified as “ghost projects” after inspections involving multiple government agencies.
While Dizon supports structural reforms rather than abolishment, he affirmed that many DPWH employees remain honest and committed to genuine change.
