The Quezon City government has terminated four major infrastructure projects linked to the Discaya construction network after the Philippine Contractors Accreditation Board (PCAB) revoked the firms’ licenses for repeated procurement violations.
The canceled projects, which included a six-story multipurpose building and housing developments in Barangay Balingasa, were covered by PCAB Resolution No. 75 issued on September 19.
The Discaya couple, allegedly tied to nine construction firms that reportedly amassed ₱30 billion in flood control contracts from 2022 to 2025, are under investigation for substandard and ghost projects nationwide.
The Department of Public Works and Highways has filed bid-rigging and manipulation cases against one of its companies, St. Timothy Construction Corp., with potential penalties of up to ₱300 billion.
Mayor Joy Belmonte reaffirmed the city’s commitment to transparency, clarifying that only 0.3 percent of all city projects since 2019 involved Discaya-linked firms and condemning malicious insinuations of City Hall’s involvement.
