He said the PNP will submit a formal written position to lawmakers as part of their legislative agenda.
Torre emphasized the importance of considering studies related to brain maturity and awareness before revising the Juvenile Justice and Welfare Act.
While proponents argue that children as young as nine can be criminally responsible, UNICEF Philippines notes that brain function typically matures around age 16, affecting impulse control and reasoning.
The House of Representatives is considering lowering the age of criminal responsibility to as low as nine years old.
