PADILLA BACKS MANUAL VOTING AND COUNTING UNDER HYBRID ELECTION PLAN
Senator Robin Padilla is pushing for the immediate passage of the proposed Hybrid Election Act ahead of the 2028 national elections.
The measure seeks to retain manual voting and precinct-level manual counting while using electronic transmission and canvassing of results.
Padilla said the proposal aims to strengthen public trust by making the vote-counting process more transparent.
He cited concerns over cybersecurity risks, technical glitches, and public skepticism surrounding automated elections.
The senator also called for early implementation to allow enough time for testing, voter education, and institutional preparation.
