An independent lawmaker revealed that P40.2 billion of Overseas Development Assistance (ODA) funds for flood control projects in 2024 and 2025 were slashed or removed from the national budget.
These cuts affected major, internationally-backed flood management projects aimed at protecting vulnerable communities and enhancing climate resilience.
House Minority Leader Marcelino Libanan criticized the 2026 flood control budget for ignoring many of the country’s most flood-prone provinces while allocating funds to less vulnerable areas.
Senate President Francis Escudero called for reducing the Department of Public Works and Highways (DPWH) flood control budget, suggesting funds be redirected to education, health, and food production sectors.
Meanwhile, Senator Erwin Tulfo plans to file several anti-corruption bills to address issues revealed in the ongoing probes into flood control project anomalies.
