The Department of Labor and Employment (DOLE) has digitalized the submission of Construction Safety and Health Programs (CSHP) to streamline compliance and strengthen worker protection in the construction industry.
Labor Secretary Bienvenido Laguesma said the move, under Labor Advisory 03, Series of 2026, requires contractors and project owners to submit their CSHP through the DOLE Online Compliance Portal before starting any construction activity.
Submissions, evaluation, and approval are free of charge, with applicants receiving email notifications and being required to address any deficiencies promptly.
Once confirmed, project administrators must print and post the approved CSHP and conduct mandatory safety orientation under Department Order 252, Series of 2025.
The new advisory supersedes the 2023 issuance as part of DOLE’s broader push to enhance digital services and uphold workplace safety standards.
