The Metropolitan Manila Development Authority (MMDA) has prohibited campaign motorcades and caravans on national highways in Metro Manila, including major roads like EDSA, Roxas Boulevard, and Commonwealth Avenue.
The ban aims to prevent road closures, lane blockages, and parking disruptions during such events.
However, motorcades can cross highways if necessary, provided intersections are open and accessible.
Political parties must secure permits from both the MMDA and local government units for their caravans and are encouraged to hold them on weekends or public holidays to minimize traffic disruptions.
The memorandum, issued on January 31 but shared with the media on March 28, also mandates organizers to deploy traffic enforcers for proper road management.
