Senator Juan Miguel Zubiri has filed the Anti-Online Gambling Act of 2025, seeking to impose a total ban on all forms of online gambling in the Philippines.
He described online gambling as a “silent epidemic” that harms vulnerable Filipinos, including minors, who increasingly gamble late at night using phones.
The bill would prohibit digital betting platforms, mobile apps, and websites that facilitate online wagers, and require internet providers and digital platforms to block access to these sites within 72 hours of government notice.
Non-compliance could lead to fines, license suspensions, or revocation of operating licenses.
Zubiri highlighted the dangers of gambling addiction among youth, noting how online casino ads and memes glamorize the vice while children resort to lying and stealing to fund their bets.
