He emphasized that he should be treated as a resource person, not an accused, and called for straightforward discussions focused on evidence such as contract prices and detailed analyses.
Magalong, a former police general familiar with congressional inquiries, criticized some hearings as grandstanding rather than productive.
Meanwhile, Science Secretary Renato Solidum advocated for an integrated flood management approach that addresses the entire watershed, beyond just structural flood control projects.
Complementing these efforts, the Department of the Interior and Local Government (DILG) launched a nationwide infrastructure audit program to assess critical local government buildings and facilities for disaster preparedness.
