Human rights lawyer Lorna Kapunan urged lawmakers to include LGBTQIA+ individuals in the amendments to the anti-rape law during a Senate hearing on Thursday.
Speaking before the Senate Committee on Public Information and Mass Media, Kapunan highlighted that the current laws, dating back to 1932 and 1997, only define rape as an act between men and women, excluding other forms of sexual assault.
She stressed the need to recognize the broader spectrum of sexualities and genders in today’s society.
The discussion, led by Sen. Robin Padilla, also examined the issue of power dynamics in cases of sexual harassment and abuse, questioning whether current laws are equitable.
The hearing was prompted by a recent sexual harassment case involving the son of actor Niño Muhlach.
