Bagong Henerasyon Party-list Rep. Robert Nazal is pushing House Bill No. 4372, or the Non-Payment of Toll Fees Act of 2025, which aims to standardize cashless toll collection and penalize motorists who fail to pay tolls.
The measure defines toll evasion as a traffic violation, punishable with fines ranging from P1,000 to P5,000 and license suspensions for repeat offenders.
It also authorizes open-road tolling and multi-lane fast-flow systems to reduce congestion at toll plazas.
Collected fines would fund road safety improvements, while a unified RFID system is expected to make travel faster, safer, and more convenient.
Nazal emphasized that the bill promotes discipline and accountability, especially during peak travel periods like Undas, complementing the Department of Transportation’s goal for nationwide RFID implementation.
