Senate President Pro Tempore Panfilo “Ping” Lacson criticized former DPWH chief Manuel Bonoan, saying he is either complicit in or incompetent about the agency’s anomalous activities.
This came after dismissed DPWH assistant district engineer Brice Hernandez testified that infrastructure projects in Bulacan from 2019 onwards were substandard due to officials demanding kickbacks.
Bonoan claimed during the hearing that it was his first time hearing about these issues, despite his long tenure in the agency.
Lacson argued that since Bonoan rose through the ranks and later became DPWH secretary, he should have been aware of such irregularities.
Lacson said Bonoan’s surprise is hard to believe, suggesting either involvement or negligence in monitoring corrupt practices.
