The Independent Commission for Infrastructure (ICI) has recommended criminal and administrative charges against several current and former officials, including Senators Joel Villanueva and Jinggoy Estrada, over alleged corruption in flood control projects.
ICI Chair Andres Reyes said the scheme involved lawmakers, DPWH engineers, and intermediaries receiving 25–30% kickbacks from project contractors.
The commission described a chain of bribery where legislators influenced project listings and budget allocations, with contractors paying off a portion of funds to secure contracts.
Other officials named include former DPWH Undersecretary Roberto Bernardo, COA Commissioner Mario Lipana, and former lawmakers Zaldy Co and Mitch Cajayon-Uy.
The ICI emphasized that those found responsible will face accountability under the law, following its commitment that “no one will be spared” in the fight against corruption.
