Pasay and San Juan cities have posted the highest literacy rates among highly urbanized cities (HUCs) in the Philippines, according to the Philippine Statistics Authority’s (PSA) 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS).
Pasay recorded the highest basic literacy rate at 96.2 percent, meaning nearly 96 out of 100 residents aged five and above can read, write, and compute.
San Juan, meanwhile, led in functional literacy with a rate of 94.5 percent, which includes comprehension and higher-level thinking skills.
Other cities rounding out the top 10 for both literacy measures include Cagayan de Oro, Pasig, Mandaue, and Makati.
San Juan Mayor Francis Zamora credited the city’s success to local government support through programs providing free gadgets, internet access, and educational assistance to students and teachers.
