The Office of the Ombudsman has directed the filing of graft charges against former Health Secretary Francisco Duque III and former PS-DBM Executive Director Lloyd Christopher Lao for alleged irregularities in the transfer of P41.46 billion to PS-DBM during the 2020 COVID-19 pandemic.
The order, approved by Ombudsman Samuel Martires, cites violations of the Anti-Graft and Corrupt Practices Act, stating that Duque and Lao caused undue injury to the government.
Duque and Lao were also found guilty of administrative offenses and face dismissal, along with the forfeiture of retirement benefits and perpetual disqualification from government employment.
The investigation stemmed from a 2020 COA report and complaints filed by Senators Risa Hontiveros and Richard Gordon regarding alleged anomalies in fund transfers and contracts awarded to Pharmally Pharmaceutical Corp. Duque and Lao may file a motion for reconsideration, while formal cases against other involved parties are pending.
