The policy allows both individuals and companies to provide point-to-point (P2P) carpool services, with pickups and drop-offs at designated locations, and limits operations to once in the morning and once in the afternoon. Fares must follow Land Transportation Franchising and Regulatory Board (LTFRB) guidelines, and vehicles may receive QR code permits to prevent unnecessary apprehensions. The plan restricts competition with existing public utility vehicles such as jeepneys, buses, and UV Express, though vehicle age requirements may be adjusted based on stakeholder feedback. Authorities are still finalizing the policy’s details and requirements in coordination with enforcement agencies.
