The Philippine government has raised concern over the use of artificial intelligence (AI) to create child sexual abuse or exploitation materials (CSAEM), citing a documented case in the country.
Council for the Welfare of Children (CWC) Executive Director Angelo Tapales warned that AI-generated CSAEM can involve either digitally altered images of real children or entirely artificial depictions, both of which threaten child dignity and protection.
Tapales emphasized that normalizing AI CSAEM could lead to actual sexual abuse and stressed that child protection is non-negotiable.
The CWC urged the public to report cases of online child exploitation through the 24/7 MAKABATA Helpline 1383 under its MAKABATA Program.
Studies indicate the scale of the problem is significant, with one in 100 Filipino children victimized by sexual exploitation and 20 percent of internet users aged 12–17 experiencing severe online abuse.
