The Department of Information and Communications Technology (DICT) has banned government agencies from using unlicensed software, citing legal risks, cyber threats, and potential malware exposure.
Agencies are now required to include licensed software in their information systems strategic plans (ISSP) and ensure all devices are properly equipped and approved by their ICT units.
The circular also prohibits lending licensed software to third parties and mandates the deletion of unlicensed programs if not legally acquired.
DICT warned that violations could result in administrative and legal charges, and noted that unlicensed software could undermine public trust and the country’s reputation in the tech community.
The measure aims to protect government data, prevent intellectual property disputes, and enhance operational efficiency and cybersecurity.
