The Office of the Ombudsman has ordered the filing of a usurpation of official functions charge against former Overseas Workers Welfare Administration (OWWA) administrator Arnell Ignacio over a P1.4-billion property deal that allegedly bypassed the agency’s board.
The Ombudsman found that Ignacio signed key documents and approved the release of public funds without the required authority, prompting the criminal charge.
However, complaints for plunder, malversation, and graft against Ignacio and other respondents were dismissed.
The Department of Migrant Workers (DMW) said it will seek reconsideration, arguing that evidence of overpricing and financial loss to the government was overlooked.
The DMW also alleged that the government paid for condominium units that had already been demolished, resulting in millions of pesos in losses.
