EX-BULACAN DPWH ENGINEER ADMITS NEGLIGENCE IN GHOST PROJECT

Former Bulacan 1st District engineer Henry Alcantara admitted negligence over a ghost flood control project, telling a House inquiry that he failed to conduct on-site inspections. 

Pressed by lawmakers, Alcantara acknowledged responsibility for incomplete and poorly executed projects that were falsely declared “completed.” 

He was relieved from his post in late August after serving since 2019, though he had recently been promoted to officer-in-charge of DPWH Calabarzon’s assistant regional director. 

Lawmakers cited contracts Alcantara signed, including a Calumpit flood control project inspected by President Marcos in August and found to be substandard. 

The House and Senate are holding parallel investigations into anomalous flood control projects, which involve contractors who cornered billions in contracts.
