The Commission on Audit (COA) has filed four new fraud reports exposing over P297 million in irregularities in Bulacan flood control projects, including nonexistent structures, unauthorized relocations, and payments for preexisting river walls.
The contracts, implemented by the DPWH–Bulacan 1st District Engineering Office and awarded to Wawao Builders and SYMS Construction, involved repeated signs of fraud and document falsification.
COA transmitted the reports to the Independent Commission for Infrastructure, citing a systemic problem in Bulacan’s flood control program linked to both officials and contractors under investigation.
Key findings include projects listed as completed at sites with no structures, relocation without authorization, and incomplete or misrepresented construction.
The audits may lead to administrative and criminal charges under anti-graft and malversation laws, adding to ongoing probes into more than a dozen Bulacan flood works.
