The Commission on Audit reported that 28 of 119 pumps across 29 MMDA pumping stations were unserviceable, mainly due to delayed repairs and rehabilitation.
COA warned that reduced or absent pumping capacity could delay floodwater removal in affected areas.
The Uli-Uli and Makati stations had no operational pumps, while only two of six pumps were working at the Libertad station.
The MMDA said 73 pumping stations remain operational and acknowledged delays in rehabilitation, with DPWH committing to complete repairs by November.
COA urged the MMDA to improve monitoring, prioritize stations with reduced capacity, and seek adequate funding to address critical repairs.
