Commission on Higher Education (CHED) Chair Shirley Agrupis identified English communication as the Philippines’ weakest skill, highlighting the need to improve competencies among students, professionals, and government workers.
She proposed developing a micro-credential program in purposive communication to address this gap.
Speaking at the Higher Education Summit, Agrupis stressed that higher education must prepare graduates with skills aligned to national and regional priorities amid challenges like funding gaps and outdated curricula.
She also acknowledged CHED’s own struggles with slow policy implementation and outdated systems, pledging reforms to make the agency an active enabler of transformation.
Agrupis emphasized that education should guarantee opportunities and support for both students and teachers to build a stronger foundation for the country’s future.
