CENTRALIZED HEALTH RECORDS BILL FILED BY LIBANAN TO IMPROVE PATIENT CARE

4Ps Party-list Rep. Marcelino “Nonoy” Libanan filed House Bill No. 1907, or the Local Health Record System Act of 2025, aiming to establish a centralized, accessible medical record system for patients in barangay health centers, rural health units, and local care facilities.

The bill seeks to improve healthcare continuity and quality by preventing misdiagnoses and duplication of medical tests through a unified patient database that protects personal information.

Libanan emphasized that this system will empower health workers, especially in underserved communities, by providing complete patient histories and enabling better decision-making.

The Department of Health will support the nationwide implementation by providing technical guidance and funding, with a target rollout within two years.

The bill also mandates public and private hospitals to share patient records at no cost for indigent patients to ensure continuous follow-up care.
