Abra lone district Rep. JB Bernos urged the government to help speed up farmland leveling efforts to improve water efficiency as the country faces renewed threats of drought due to El Niño.
He said land leveling can help farmers maximize irrigation use, reduce water waste, and improve crop yields, but many small farmers lack the machinery and resources to do it on their own.
The Department of Agriculture and the National Irrigation Administration have already proposed interventions such as rainwater harvesting, irrigation rehabilitation, solar-powered systems, and rotational water distribution, with land leveling also being encouraged.
Bernos stressed that government support is essential and cannot be left to farmers alone, given the high cost of implementation.
He is also pushing a bill that would establish a national program to modernize and level farmlands, improve irrigation efficiency, and strengthen farmers’ resilience to climate-related risks.
