Henry Alcantara, former Bulacan First District engineer, surrendered P71 million to the Department of Justice as restitution for his role in the Bulacan flood control kickback scam.
This brings his total repayment to P181 million of the P300 million he admitted receiving from DPWH projects.
Alcantara and former assistant district engineer Brice Hernandez are now in the Witness Protection Program and must testify on behalf of the state in related cases.
Prosecutor General Richard Anthony Fadullon said the restitution covers only what Alcantara confessed, and further liabilities may still arise if additional illicit earnings are uncovered.
Other officials, including former DPWH regional director Gerard Opulencia, have also turned over funds as part of ongoing DOJ efforts to recover stolen public money.
