Senators Raffy Tulfo, Robin Padilla and Alan Peter Cayetano, along with Pasig City Mayor Vico Sotto, are statistically tied in voter preferences for the 2028 senatorial elections, according to OCTA Research’s third-quarter 2026 Tugon ng Masa survey.
Tulfo recorded 47% voter preference, followed by Padilla at 45%, Cayetano at 44,% and Sotto at 42%.
Despite the differences in their percentages, OCTA placed all four within the same statistical rank range of first to fourth.
Former senator Grace Poe and Davao City Mayor Sebastian “Baste” Duterte followed with 36% each, while Sen. Loren Legarda registered 31%.
OCTA emphasized that the findings reflect hypothetical voter preferences from September 28 to October 4, 2026, and should not be interpreted as a prediction of the 2028 election results.
