Antipolo Rep. Ronaldo Puno urged that amending the 1987 Constitution be done through a constitutional convention (Con-con) instead of a constituent assembly (Con-ass) to avoid ambiguities and conflicts of interest.
In a recent speech, Puno said a Con-con would allow people-elected delegates to transparently address constitutional flaws without lawmakers being distracted by other duties.
He cited unclear wording in the current Constitution that has caused procedural confusion, especially regarding congressional voting and tax laws.
Puno emphasized that a Con-con ensures focused reform, broader representation, and less political manipulation.
Meanwhile, proposals to amend economic and territorial provisions continue to surface in Congress amid ongoing debates over the best approach to constitutional change.
