Senators have asked the Department of Budget and Management (DBM) to clarify how unprogrammed appropriations will be handled following the Supreme Court’s ruling declaring certain provisions in the 2024 and 2025 national budgets unconstitutional.
Budget Secretary Kim de Leon said the agency will work with Congress to revise the rules governing the release of these standby funds in line with the court’s decision.
Senate President Sherwin Gatchalian stressed the need for clear guidelines to ensure the 2027 national budget complies with the ruling.
The proposed 2027 budget includes P111.98 billion in unprogrammed appropriations, lower than this year’s allocation.
Senators also called for transparent and fair implementation of government funds to prevent misuse.
