Quezon City Mayor Joy Belmonte launched the QC SAFE Seal certification program on August 6 to prevent human trafficking and exploitation in the hospitality sector.
The initiative, part of the city’s human rights and inclusive governance efforts, responds to a rising number of trafficking cases, with 97 reported in 2024 and 55 victims rescued in 2025, most of whom were minors.
The voluntary certification requires establishments to implement anti-trafficking measures such as staff training, stricter guest check-in protocols, and child protection signage.
Establishments meeting higher standards may qualify for the QC SAFE Gold Tier, which includes additional safety features and official recognition.
Residents are encouraged to report suspected trafficking through the 24/7 Helpline 122.
