Puerto Galera Mayor Robinhood Ylagan issued a cease-and-desist order on July 28, 2025, halting construction of a P704.5-million cruise port project for violations of environmental and local regulations.
The project lacks the required Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources and has not secured the necessary municipal permits.
The mayor cited potential irreversible damage to the coastal and marine ecosystem and procedural lapses, including no public consultations.
The port, awarded to Premium Megastructures Inc. by the Philippine Ports Authority, aims to boost Puerto Galera as a cruise tourism hub.
Vice Mayor Rocky Ilagan also called for an investigation, highlighting the absence of public hearings before the project’s approval.
