The Philippine National Police are watching out for 4,344 areas where there might be problems during the upcoming barangay and Sangguniang Kabataan elections (BSKE) on October 30.
They are particularly concerned about 27 areas, which they consider to be of grave concern or “red areas.” These areas are most likely to experience violence and intense political rivalry, based on previous elections.
Another 232 areas may be classified as “orange areas” or areas of immediate concern. These areas have a history of violence or the presence of armed rebel groups.
Up to 4,085 areas are under the “yellow category” or areas of concern. These areas have reported election-related incidents in the past two elections, as well as the possible presence of armed groups and intense political rivalries.
Up to 37,683 areas are considered to be safe, or “green areas.”
The police are basing their assessment on previous elections. They will submit the list of areas of concern to the Comelec for approval.
To ensure impartiality, police officers who have relatives running in the BSKE are being identified and reassigned to other areas to prevent them from influencing the outcome of the elections.
PNP Chief Gen. Benjamin Acorda expressed confidence that peace and security can be maintained during the BSKE, except in areas that need special attention.
The Comelec also assured voters in areas affected by recent typhoons that they can still participate in the BSKE. Alternate polling precincts have been identified in areas where schools were damaged or are being used as evacuation centers.
Voters in evacuation centers will not be required to present identification cards, and anyone whose name is on the list of registered voters can participate in the elections.
