The Philippines-Japan Reciprocal Access Agreement (RAA), which strengthens defense and security cooperation between the two countries, will take effect on September 11, 2025.
The agreement, announced during a ceremonial exchange of notes, allows joint military exercises and training, including Filipino soldiers undergoing combat training in Japan.
DFA Secretary Ma. Theresa Lazaro highlighted that the RAA symbolizes a stronger strategic partnership and Japan’s commitment to boosting the Philippines’ defense capabilities amid regional security challenges.
Defense Secretary Gilberto Teodoro Jr. emphasized the importance of the pact in providing deterrence and resilience against shared threats, despite the hard work needed to fully implement the agreement.
The RAA follows other defense pacts with the US, Australia, and New Zealand, reflecting the Philippines’ efforts to enhance maritime security amid tensions in the South China Sea.
