Senator Robinhood Padilla has introduced Senate Bill 2777, proposing to amend the Anti-Rape Law of 1997 to include the death penalty for sexual assault under certain aggravating circumstances.
The bill aims to strengthen penalties and make the laws more gender-responsive, reflecting a need to address sexual violence more effectively against both genders.
Padilla emphasized the importance of aligning laws with constitutional values protecting human dignity and noted a 2017 UNICEF study indicating higher rates of sexual violence among males aged 13 to 24.
The proposed bill would impose life imprisonment to death for rape involving deadly weapons, multiple perpetrators, or other severe circumstances.
Padilla is currently leading the second hearing on the bill in the Senate Committee on Public Information and Mass Media.
