The government has released PHP44.17 billion to accelerate the construction of the Metro Manila Subway Project (MMSP) Phase I and the North-South Commuter Railway (NSCR) System.
The funding, approved through Special Allotment Release Orders by the Department of Budget and Management, will cover loan requirements to keep project timelines on track.
The budget comes from unprogrammed appropriations under the 2026 General Appropriations Act, supporting foreign-assisted infrastructure projects.
Of the total, PHP21.28 billion will fund projects backed by the Japan International Cooperation Agency, while PHP22.88 billion will support the NSCR through the Asian Development Bank.
Once completed, the projects are expected to reduce travel time, ease congestion, and improve transportation efficiency for millions of commuters.
