ONION IMPORT SCHEME LANDS CARTEL WITH RECORD ₱1.8-BILLION FINE

The Philippine Competition Commission (PCC) has imposed a record ₱1.76-billion fine on six firms and their officers for operating an onion cartel that controlled nearly half of approved red and yellow onion import clearances in 2020 and 2021.

The commission found that the respondents illegally coordinated import permits, shipments, cold storage, and wholesale distribution in violation of the Philippine Competition Act.

The investigation began after retail onion prices soared to a record ₱800 per kilo in late 2022, with evidence gathered through a court-ordered raid on the respondents’ offices in September 2023.

The PCC said it calculated the penalties using import clearance volumes and wholesale prices after finding that the importers’ submitted financial statements were significantly understated.

The commission warned that individuals involved in cartel activities could also face criminal charges, including imprisonment and additional fines.
