Several activist groups criticized the Manila Police District (MPD) for blocking their protest at Luneta Park on November 30 due to the lack of a required permit.
The MPD said protests are allowed at Liwasang Bonifacio without a permit, while Luneta and major roads are restricted to prevent public disruption.
BAYAN and other groups accused authorities of intimidation, citing heavy security and restrictions that they said limit public participation and visibility.
Manila Mayor Isko Moreno clarified that the city has no objections to the protest and will provide support, but organizers must coordinate with the relevant agencies overseeing Roxas Boulevard and Luneta.
Liwasang Bonifacio, being a designated Freedom Park, does not require a rally permit, according to the MPD and city officials.
