The Land Transportation Office (LTO) is investigating 40 district offices for allegedly facilitating unauthorized transfers of ownership of vehicles seized during police operations.
LTO chief Vigor Mendoza II revealed that some offices processed fake cancellations and issued duplicate certificates of registration, enabling illegal transfers of confiscated vehicles, a scheme known as “technical carnapping.”
Initial findings show 40 vehicles were involved, with the highest number of cases in the CARAGA Region.
The LTO plans to file criminal and administrative charges against those responsible, including the new registered owners.
Mendoza emphasized the agency’s zero tolerance for such illegal activities and vowed a thorough investigation.
