Albay Rep. Raymond Adrian Salceda urged the Department of Health (DOH) to coordinate with Congress and the Department of Budget and Management (DBM) to release pending benefits for healthcare workers who served during the COVID-19 pandemic.
He proposed that health workers submit affidavits to prove their eligibility for unpaid Health Emergency Allowance (HEA) claims, similar to the process used for confidential funds.
Salceda filed House Resolution No. 127, which calls for determining the exact amount of unpaid benefits and including it in the current budget.
The resolution also urges the House committee on appropriations to secure funding for these arrears during budget discussions.
Salceda emphasized that frontliners deserve prompt payment for their pandemic service, calling the delay an “unpaid debt” by the government.
