Health Secretary Teodoro Herbosa is facing criminal charges over P1.29 billion in unliquidated funds given to UNICEF in 2024 for vaccines and essential drugs procurement.
The complaint, filed by concerned Department of Health employees before the Office of the Ombudsman, alleges that Herbosa misclassified cash advances to UNICEF and allowed the liquidation deadline to lapse without settling accounts.
Despite the unliquidated funds, Herbosa reportedly initiated a new P524 million procurement request from UNICEF.
The complainants also accused him of delaying procurement protests for up to 245 days, allegedly favoring certain bidders and undermining fair competition.
Charges filed include graft, malversation of public funds, falsification of documents, and violation of the code of conduct for public officials.
