Senate President Pro Tempore Panfilo Lacson clashed with Senate Blue Ribbon chair Rodante Marcoleta over the credibility of contractor couple Curlee and Sarah Discaya, with Lacson accusing Marcoleta of shielding them by pushing for witness protection.
The heated exchange forced a brief suspension of the hearing, as Lacson questioned Marcoleta’s motives while the latter insisted the couple could reveal more about the kickbacks scheme under state protection.
Marcoleta later sparred with Justice Secretary Jesus Crispin Remulla, who argued that restitution should be considered for applicants to the Witness Protection Program.
Marcoleta countered that restitution is not a legal requirement, warning Remulla against adding conditions not provided by law.
Senators Bam Aquino and Erwin Tulfo weighed in, stressing the need for accountability and clarity on immunity for state witnesses.
