Officials are investigating how dismissed Bamban, Tarlac Mayor Alice Guo, and her siblings managed to escape the country following their sudden disappearance.
Sen. Jinggoy Estrada speculated that they may have used a port in Sual, Pangasinan, which is known for handling Chinese nationals, to flee by ship.
Meanwhile, DOJ Undersecretary Nicolas Ty suggested they could have traveled through Luzon and then exited via backdoor routes in Zamboanga, Basilan, Sulu, or Tawi-Tawi.
Immigration Commissioner Norman Tansingco confirmed that the siblings likely evaded formal inspections by transferring between small and large boats before reaching Sabah.
Shiela Guo, facing deportation for misrepresentation, revealed in a Senate hearing that they left for Sabah by boat last July, and further investigations are ongoing.
