The congressional panel investigating former President Rodrigo Duterte’s war on drugs heard testimony from former Senator Leila de Lima, a vocal critic of the campaign since its inception.
During the session, De Lima corroborated claims made by retired police colonel Royina Garma about the “Davao template,” a scheme Duterte allegedly implemented on a national scale.
She described how the Davao Death Squad (DDS) operated, detailing payments for extrajudicial killings and the use of police officers as handlers for hired gunmen.
De Lima criticized the delayed congressional inquiry into the drug war, emphasizing that many victims had already lost their lives while accountability remained elusive.
She also called on the Marcos administration to cooperate with the International Criminal Court’s investigation into the alleged crimes against humanity during Duterte’s presidency.
