Former Cebu City representative Tommy Osmeña alleged on Thursday that former CIDG chief Royina Garma received P1 million weekly in payola from illegal gambling operations.
During a House hearing, Osmeña expressed his opposition to Garma’s transfer to Cebu City, citing reports of her collecting substantial bribes while in Davao City.
He mentioned that Garma’s alleged associate, SPO4 Art, not only assisted her but also accompanied her to her new role at the Philippine Charity Sweepstakes Office (PCSO).
Laguna Rep. Dan Fernandez suggested that this SPO4 Art might be Arthur Narsolis, linked to the killings of three Chinese drug lords during Duterte’s drug war.
Osmeña clarified that he did not know Garma personally, countering her previous claims of personal differences between them.
