Former DPWH Undersecretary Maria Catalina Cabral died after allegedly falling from a cliff along Kennon Road in Tuba, Benguet, police reported on December 18.
Her body was found unconscious along the Bued River, about 20 to 30 meters below the highway, and was later declared dead.
Cabral had asked her driver to stop in the Maramal area, after which she was unaccounted for until authorities located her.
She was among officials implicated in alleged DPWH corruption involving ghost and substandard flood control projects, and had recently been subpoenaed by the Independent Commission for Infrastructure.
The Ombudsman has directed authorities to secure her cellphone and other gadgets for the ongoing investigation.
