Ombudsman Jesus Crispin Remulla revealed that a former Quezon City representative plans to “tell all” about anomalies in flood control projects, including details on how the system works and those involved.
Remulla said he learned of this through a friend acting as a go-between, but did not disclose the lawmaker’s identity or district.
The Ombudsman also mentioned investigating a person known as a “losing bidder,” who may provide information on the scandals.
Remulla confirmed that bid rigging has become common in flood control projects, violating procurement laws and the DPWH’s project system.
Meanwhile, the Ombudsman is returning five flood control cases to the Department of Justice, expecting charges to be filed by November 20.
