Former security aide Rodante Orbillo testified before the Sandiganbayan that 100 suitcases containing ₱1 billion in cash were allegedly delivered to former House Speaker Martin Romualdez’s residence from 2023 to 2024.
Orbillo said he participated in more than 10 deliveries from properties linked to Zaldy Co in Taguig and Pasig to Romualdez’s home in Makati.
He also claimed he rejected an offer of ₱15 million to ₱20 million to withdraw his testimony.
Orbillo further alleged that he was offered money in exchange for his silence, including a promise of payments from a former colleague.
His testimony came during the hearing on Romualdez’s bail petition in his ₱7.4-billion plunder case.
