A third group of complainants, composed of Duterte allies including lawyers and former congressmen, attempted to file an impeachment complaint against President Marcos on January 22.
The House Office of the Secretary General (OSG) did not receive the complaint because Secretary General Cheloy Garafil was in Taipei to accept a civilian award.
The complaint accuses Marcos of violations, including betrayal of public trust, graft, corruption, illegal drug use, and alleged involvement in unprogrammed appropriations and the Malampaya contract renewal.
Former lawmaker Mike Defensor and other complainants criticized the refusal, saying it violates House rules and the Constitution, while progressive groups echoed similar concerns.
The first impeachment complaint, filed on January 19, is already under consideration, and if proceedings begin, the one-year bar would prevent further complaints from being entertained.
